The following regulations shall apply to the establishment and use of persons with disabilities parking spaces:
1. Establishment. Persons with disabilities parking spaces shall be established and designated in accordance with Chapter 321L of the Code of Iowa and Iowa Administrative Code, 661-18. No unauthorized person shall establish any on-street persons with disabilities parking space without first obtaining Council approval.
2. Improper Use. The following uses of a persons with disabilities parking space, located on either public or private property, constitute improper use of a persons with disabilities parking permit, which is a violation of this Code of Ordinances:
A. Use by an operator of a vehicle not displaying a persons with disabilities parking permit;
B. Use by an operator of a vehicle displaying a persons with disabilities parking permit but not being used by a person issued a permit or being transported in accordance with Section 321L.2[1b] of the Code of Iowa;
C. Use by a vehicle in violation of the rules adopted under Section 321L.8 of the Code of Iowa.
3. Wheelchair Parking Cones. No person shall use or interfere with a wheelchair parking cone in violation of the following:
A. A person issued a persons with disabilities parking permit must comply with the requirements of Section 321L.2A(1) of the Code of Iowa when utilizing a wheelchair parking cone.
B. A person shall not interfere with a wheelchair parking cone which is properly placed under the provisions of Section 321L.2A(1) of the Code of Iowa.
4. Parking Spaces. The following are hereby designated as persons with disabilities parking spaces:
A. Main Street.
(1) The first space north of Fourth Avenue on the west side of Main Street.
(2) The first space north of Fifth Avenue on the east side of Main Street.
(3) The first space south of Sixth Avenue on the east side.
(4) The first space on the east side on the north side of the mid- block crossing between Fourth Avenue and Fifth Avenue.
B. Broad Street.
(1) The first space south of Commercial Street on the west side Broad Street.
(2) The first space north of Commercial Street on the west side Broad Street.
(3) The first space south of Fourth Avenue on the west side Broad Street.
(4) The first space south of Fourth Avenue on the east side Broad Street.
(5) The first space south of Fifth Avenue on the east side Broad Street.
(6) On the west side of Broad Street, beginning one hundred seventeen (117) feet south of the south right-of-way line of Commercial Street, thence extending twenty-seven (27) feet south.
(7) At the intersection of Fourth Avenue and Broad Street, on the east side, the seventh and eighth places north of Fourth Avenue.
(8) At the intersection of Fourth Avenue and Broad Street, on the west side, the first stall north of the mid-block crossing north of Fourth Avenue.
C. Park Street.
(1) On the west side of Park Street, 117 feet south of the southern intersecting point of 7th Avenue.
(2) On the west side of Park Street, 43 feet north of the northern intersecting point of 7th Avenue.
(3) On the west side of Park Street, 45 feet south of the southern intersecting point of 8th Avenue, thence extending 58 feet south
D. Commercial Street. The fifth space east of Main Street on the south side of Commercial Street.
E. Fourth Avenue.
(1) On the south side of Fourth Avenue, between Main Street and Broad Street, the first space west of the alley.
(2) On the north side of Fourth Avenue, between Main Street and Broad Street, the first space east of the alley.
F. Fifth Avenue.
(1) The first space west of Main Street on the south side of Fifth Avenue.
(2) On the south side of Fifth Avenue, between Main Street and Broad Street, the first space west of the alley.
(3) The first space west of Park Street on the south side of Fifth Avenue.
(4) At the intersection of Main Street and Fifth Avenue, on the south side, the first space east of Main Street.
(5) At the intersection of Broad Street and Fifth Avenue, on the north side, the first space east of Broad Street.
(6) At the intersection of Broad Street and Fifth Avenue on the south side, the first space west of Broad Street.
G. City Parking Lots.
(1) In the parking lot located on the south side of Fourth Avenue between West Street and Main Street, on the east side of the lot, the first space south of Fourth Avenue.
(2) In the parking lot located on the west side of City Hall, on the east side of the lot, the first space south of the main sidewalk off Fourth Avenue.
H. Other Areas. Fourth and fifth parking spaces located from the east side of property located at 122 Fourth Avenue.
I. On the north side of Eighth Avenue, beginning four hundred forty (440) feet east of the north right-of-way line of Park Street, thence extending one hundred eighteen (118) feet east.
