§ 52.012  PAYMENT FOR CONSTRUCTION COST.
   (A)   General requirements within town.
      (1)   Water and sewer extensions shall be made upon order of the Town Board of Aldermen as it deems necessary, and in accordance with provisions of state law, and cost of the extensions shall be shared jointly by the town and owners of property abutting the water or sewer extensions improvement, according to this policy.
      (2)   Corner lots are exempt from water or sewer improvement assessments for a maximum of 150 feet on one side of a corner lot. In the event a water or sewer line is constructed across only one side of a corner lot, that side will be assessed at the then existing rate for its full distance. At a time in the future that a water or sewer line is extended across the other side of that corner lot, that side will be assessed at the then existing rate; except, that a corner lot exemption up to 150, but not exceeding the distance along that side, shall be allowed, provided an assessment has been paid for the first side. Lots having a double frontage will be assessed for water and sewer improvements on both sides, if both sides can be developed according to the zoning ordinance. If a double frontage lot is also a corner lot, only one corner lot exemption will be allowed, unless both frontages can be developed according to the zoning ordinance and both frontages have been assessed. In that case the property will be entitled to two corner lot exemptions.
      (3)   The town will not assess any existing user any of the cost of enlarging or paralleling water or sewer mains in use.
      (4)   An assessment for water and sewer extensions made under this policy may be spread over a period of ten years if requested by the property owner. The assessments will bear interest at the highest rate provided by state law per annum on the unpaid balance, with the first assessment becoming due in October next succeeding the date of completion of improvements within the town’s limits only.
