(A) All utilities owned, leased or used by the town, whether inside or outside the corporate limits, shall be under the full control of the Town Board of Aldermen pursuant to authorization in Session Laws of 1953, Chapter 300.
(B) The duty of enacting and enforcing rules and regulations governing the management and control of town properties shall be vested in the Town Board of Aldermen and the duty of enforcing the rules and regulation may be delegated.
