The Board shall have the authority to generally organize and supervise the employees of the town, including the power to:
(A) Prescribe rules and regulations as it shall deem necessary or expedient for the conduct of the administrative employees subject to its authority and shall have the power to revoke, suspend or amend any rule or regulation;
(B) Either by itself or by any officer or person designated for the purpose by it, investigate and examine or inquire into the affairs or operation of any department, division or employee; and shall have the power to employ investigations, examinations or inquires;
(C) Set aside any action taken by a town administrative official who may supersede him or her in the functions of his or her office;
(D) Direct any official, department, division or employee to perform the work for any other official, department, division or employee;
(E) Designate committees as it shall find necessary for the proper consideration of administrative problems. The committees shall meet at the request of the Board and shall make recommendations on matters referred to them as it shall find necessary for the best interest of the town; and
(F) Require any employee of the town to appear before and report to the Board at any meeting.
