Residential rates for installation and monthly television service shall be designed to meet all necessary costs of the service, including a fair rate of return on the net evaluation of the grantee’s property devoted thereto under efficient and economical management, and shall be as set in the rate schedule filed by the grantee with the Town Clerk. The grantee may collect a reasonable security deposit from each non-governmental subscriber.
