(A) The town is hereby allowed to grant a non-exclusive franchise license within the territory, for the construction, operation and maintenance of a CATV system, upon the terms and conditions established by this chapter.
(B) The grantee shall have the right to enter into arrangements for the attachment onto and the use of facilities owned and operated by public utilities operating within the territory whereby the grantee shall strictly comply with the terms, provisions and restrictions of the agreements.
