§ 91.05  STREET IMPROVEMENTS.
   (A)   All future street paving projects shall include curbs and gutters, and under normal conditions, no streets will be paved except upon petition signed by a majority of the abutting property owners owning a majority of the front footage abutting the paving project. On all streets which have previously been paved without curbs and gutters, the town will accept petitions calling for curbs and gutters only.
   (B)   The cost of these street improvements is as follows:
      (1)   The town will pay the entire cost of street intersections; and
      (2)   All street improvements, except as provided in the Town Charter, all streets, sidewalks, curbs and gutters will be accomplished under applicable state law. The town will not accept a petition under the provision of G.S. § 160A-217, unless the petition shall provide that the abutting property owners will pay at least 50% of the costs of the proposed improvements, excluding the cost of street intersections.
