§ 91.03  GRADING AND DRAINAGE.
   (A)   The plan must require owners or developers to properly design and grade improvements to existing streets, construction of new streets and construction as it applies to parcels of land. The owner or developer shall provide adequate drainage features and structures including pipe culverts, inlets, storm sewers, ditches and driveway pipes or other structures as required to comply with the NCDOT Division of Highways, Subdivision Roads Minimum Construction Standards. Design and construction of drainage structures and features both within and without street rights-of-way shall comply with the NCDOT - Guidelines for Drainage Studies and Hydraulic Design.
   (B)   The grading of the proposed streets must be sufficient to leave them reasonably smooth, to provide side ditches of proper size and grade and to provide a street cross section (commonly referred to as a CROWN) which will drain all water from the street into side ditches. The side ditches must be adequate to carry storm water away from the adjacent property when this property slopes toward the street.
