(A) Plans for additions or alterations to the existing sewer system must be approved by the Town Board of Aldermen and DEM.
(B) When availability of public sanitary sewer system service is not immediate, new septic tanks with nitrification fields may be allowed to be installed within the town’s limits for new structures according to County Health Department requirements. Upon availability of the public sanitary sewer system, the nitrification field shall be properly abandoned and connection made to the public system. Where the public sanitary sewer system is available, septic tanks with nitrification fields shall not be constructed within the town’s limits. Instead, connection shall be made to the town’s sewer system. Any pre-existing septic tank not to continue in operation should be properly abandoned and removed, or filled with dirt.
(C) As a condition of receiving a sewer service, the potential user shall also be a town water system customer or reside in the town limits with an approved metering device.
(D) Septic tanks with nitrification fields for new structures shall not be constructed within the town’s extraterritorial jurisdiction where existing water and sewer mains abut the property. Instead, connection to the town’s water and sewer systems shall be required.
(E) All applicants for sewer service shall execute, prior to connection to the sewer system, a blanket easement to the town for purposes of installation, operation and maintenance of a service valve assembly. The details of easements for applicants other than residential shall be handled on an individual basis.
(F) Service valve assemblies and other apparatus for sewer service as designated by the town’s Director shall be maintained by the town. Maintenance of any individual pumps and pump controls shall be accomplished by the property owner.
(G) Structures such as grease/sand traps, holding tanks, control manholes, other pretreatment or specialty units or equipment shall be operated and maintained by the user at his or her expense.
(H) Any costs for electrical power service and the monthly charges for electrical power usage to operate any required effluent pumps shall be the responsibility of the user. Charges shall be billed directly to the user by the power company.
