All persons, firms and corporations, whether by themselves or by their agents, and whether acting under an existing franchise or one hereafter granted, unless otherwise provided, shall set all poles used for stringing wires, whether for telephone or electric purposes, in the alleys of the city, and in such a manner as not to unreasonably interfere with the passage of the public in and through such alleys.
