§ 31.25  COMPREHENSIVE PLAN.
   (A)   Purpose. The purpose of this section is to adopt a comprehensive plan for the city, replacing the existing comprehensive plan adopted in 1979. The purpose of the local comprehensive plan is to direct the coordinated, efficient, and orderly development of the local government and its environs that will, based on an analysis of present and future needs, best promote the public health, safety, morals, and general welfare.
   (B)   The comprehensive plan for the city shall:
      (1)   Encourage a pattern of compact and contiguous growth;
      (2)   Establish acceptable level of service and/or performance measures for community facilities and ensure the adequate and timely provision of those facilities in order to support existing and planned development;
      (3)   Direct growth to where infrastructure capacity is available or committed to be available in the future and provide an adequate supply of buildable land;
      (4)   Promote the availability of housing with a range of types and affordability to accommodate persons and households of all types and income levels and in locations that are convenient to employment and quality public and private facilities, and encourage the development of housing that will meet the housing needs identified in any state and/or regional housing plan prepared;
      (5)   Promote the adequate provision of employment opportunities and the economic health of the region and local government;
      (6)   Promote the development of new employment in areas that are convenient to existing housing and public transportation facilities; and
      (7)   Protect prime agricultural lands encroachment.
   (C)   This section is necessary, as it provides the legal basis stated in SDCL 11-4-3, for land use regulations and other implementation measures to achieve the health safety and general welfare of the community.
