Fees charged for various permits shall be in accordance with the official permit fee schedule as adopted by the Common Council and set forth in Section 4-65 of this Code. Any person who shall initiate construction of a structure prior to obtaining an improvement location permit or any other required permit shall pay twice the amount of the current permit fee as established by the Common Council.
