Sec. 7-4 Definition.

   For the purposes of this Article, initiation of construction shall be defined as the placing in permanent position of concrete, concrete blocks, poles, lumber or other materials for the purpose and intent of creating a building or structure including the excavation of earth necessary for the placement of such materials.
