(a) Definitions. As used in this section, the following words and phrases shall have the following meaning:
(1) "Customer-generator" means a customer who utilizes solar electric generation where the electric generation is located on the customer's premises, to offset no more than 100 percent of the customer's annual electric load calculated as set forth herein.
(2) "kW" means kilowatt.
(3) "kWh " mean kilowatt hour.
(b) Rates and Charges.
(1) Filing fee. Any customer who desires to install solar electric generation facility will be required to pay a filing fee established by Village Council.
(2) Inspection fee. The customer shall pay the cost of any electrical inspection.
(3) Monthly rates. Any customer who installs and utilizes solar electric generation shall pay all applicable rates per month.
(4) Credit. The electric meter installed shall be bi-directional and the Village will credit the customer for net excess generation supplied to the Village by kWh. The Village will keep a running balance for each customer utilizing solar electric generation and deduct the credited kWh from each customer's future electric billings, if any, not to exceed the customer's kWh per month.
Any excess kWh credit shall carry forward month to month with no cash value given to the customer for net excess generation. The customer shall be billed for any and all power obtained from the Village Electric Department at the applicable rate.
(c) Application. Any customer who desires to install and interconnect a solar electric generation facility shall submit a written application for interconnection and pay the fees as set forth above.
(d) Meter. Prior to inspection, a meter approved by the Village Administrator shall be installed.
(e) Inspection. Prior to any interconnection, the proposed solar electric generation facility and equipment shall be inspected by a representative of the Village.
(f) Interconnection Agreement. Prior to interconnection, each customer who desires to install solar electric generation facility shall execute an interconnection agreement with the Village.
(g) Breach. Failure of the customer to comply with the terms of the interconnection agreement may result in customer's solar electric generation facility being removed from Village's electric system.
