252.12 TRAINING AND EDUCATION EXPENSE APPROVAL; REIMBURSEMENT.
   (a)   The village may pay job related training and education expenses for employees covered by this chapter.
   (b)   Prior Approval.
      (1)   An employee who desires to have the Village pay for job related training and education must first execute a written agreement acknowledging and accepting all the provisions provided in this section.
      (2)   An employee who desires to have the Village pay for job related training and education must first obtain prior approval in writing as follows:
         A.   Written prior approval for attendance from the department head. Attendance at the school shall be at the discretion of the department head;
         B.   Written prior approval for Village payment from the Mayor. Approval for village payment of the training or education expense shall be at the discretion of the Mayor; and
         C.   All written prior approval must be obtained not less than two weeks prior to the commencement of the training, course or school.
   (c)   Employee shall be required to reimburse Village for all approved training or education expenses if any of the following apply:
      (1)   Employee fails to attend training;
      (2)   Employee fails to successfully complete and pass course or school; or
      (3)   Employee fails to maintain employment with the Village for a period of not less than one year from the date of the completion of the course or school.
   (d)   Should employee be required to reimburse Village as required by this section, the fiscal officer is hereby authorized to deduct or withhold the training expenses paid by Village from employee's pay and/or severance.
