(a) To provide funds for the purposes of general Municipal operations and other Municipal purposes, such as maintenance, new equipment, service and facilities and capital improvements.
(b) There is hereby levied a tax upon earnings at the rate of one percent (1%).
(c) The portion of the net profits attributable to the Village of a taxpayer conducting a business, profession or other activity, both within and without the boundaries of the Village, shall be determined as provided in Section 881.013 and in accordance with the rules and regulations adopted by Council pursuant to this chapter.
