1260.06   APPEALS TO BOARD; INTERPRETATION OF ZONING CODE.
   Any decision of the Mayor or any member of the Police Department made in the enforcement of any of the provisions of the Zoning Code may be appealed to the Board of Zoning Appeals by any person claiming to be adversely affected by such decision. Where there are practical difficulties or unnecessary hardships in the way of carrying out the strict letter of any of the provisions of the Zoning Code, the Board shall have the power, in a specific case, to interpret any such provision so that the public health, safety and general welfare may be secured and so that substantial justice may be done.
