There is hereby established in and for the Village a Zoning Commission, which shall consist of five members, as follows: the Mayor, one member of Council to be elected by Council for the remainder of his or her term as such member of Council, and three citizens of the Village to be appointed by the Mayor for terms of three years each. The three citizen members shall be staggered so that each year a term shall expire for one member. All such members shall serve without compensation. Such Commission shall have all the powers and duties provided by law.
