The Fire Chief or some suitable person appointed by the Mayor or Council shall have access at all times to all buildings and other structures in the Village for the purpose of fire inspections and to see that all laws, ordinances, rules and regulations are complied with and enforced. Such inspector shall receive a fee for each such inspection, to be charged to and paid by the owner of such property. Such fee shall be determined from time to time by Council.
