Council reserves the right at all times to determine which streets or other public ways shall be used for moving buildings or structures. When it is desired to move a building or structure upon any paved or improved street or other public way, Council may require that planking be used underneath the rollers or wheels of such moving building or structure to protect the pavement of such improved street or other public way from injury.
