Movers shall be responsible and liable for all injuries and damage done to the streets and other public ways or to the property of any resident of the Village caused by such moving. If, in the opinion of Council, any building or structure proposed to be moved is insufficient in strength to be handled safely, no permit for the removal of such building or structure shall be granted.
