1480.04 DEPOSIT FOR EXPENSES.
   Upon receiving notice of the moving of any building or structure, the manager or proper official in charge of telephone, telegraph or electric light wires shall make a reasonable estimate of the expense of labor and materials to be used in cutting and repairing such wires. The application shall then deposit the amount of the estimated expense with the Mayor, who shall hold such deposit until the building or structure is placed upon the lot specified in the application or is moved out of the Village. The Mayor, upon presentation of a statement of the actual expense of cutting and repairing such wires, shall pay to the manager or proper officer in charge of such wires the amount set forth in such statement, provided it is a just bill, and turn over to such applicant any balance that may be left over after paying the cost of cutting and repairing such wires.
