(a) The mover of any house or structure who wishes to use any street or other public way in the Village for such purpose shall file with the Building Inspector or other designated official a written application for a permit. Such application shall state the location of the house or structure to be moved, its size, its approximate weight, the street or other public way on which and through which such house or structure is to be moved and the number and description of the lot to which such house or structure is to be moved and located.
(b) Such applicant shall also agree in such application to conform to all rules and regulations promulgated by Council for the moving of buildings or structures; shall agree to notify the manager or proper officer in charge of any telephone, telegraph or electric light wires, at least five days before such building or structure is to be moved, of the streets or other public ways through which and on which such building is to be moved, and of the date of such moving; and shall agree to pay the manager or proper officer of such telephone, telegraph or electric light wires, reasonable compensation for time and materials used in cutting and repairing wires to facilitate the moving of such building or structure.
