(a) No frame or wooden structure shall hereafter be built within the fire limits as established in Section 1460.01 or within fire limits hereafter established, except as follows:
(1) Temporary one-story buildings for use by builders;
(2) Grain elevators, coal pockets, coal houses, privies or ice houses; or
(3) Private garages, the floor of which shall be constructed of concrete, not less than fifteen feet from any other building.
(b) All roofs placed on such structures or buildings shall have an incombustible covering.
(c) No frame building shall be removed from outside to within the fire limits, but buildings already erected may be moved from one part of the prescribed limits to another.
