1248.06 UNDERGROUND UTILITIES; SERVICE LINES.
   (a)   All underground utilities shall be placed in the ground before any pavement is constructed in the proposed streets.
   (b)   Electric and telephone service lines shall be placed at the rear of all lots where possible.
