1244.04 APPROVAL OF PRELIMINARY PLATS.
   The following qualifications shall govern approval of a preliminary plat:
   (a)   The approval of a preliminary plat by the Zoning Commission is tentative, involving the acceptability of the layout as submitted.
   (b)   The Zoning Commission, on further evidence, may introduce such changes or revisions as are deemed necessary to the interests and needs of the community.
   (c)   If improvement plans are prepared by the owner, realtor, developer, promoter, alloter or any other unofficial person, the engineering details and standards of the streets, sewer and water systems and other proposed public facilities are subject to such modification as Village officials may deem necessary to the public interest or maintenance of established standards.
   (d)   Tentative approval shall be effective for a maximum period of twelve months, unless, within that time, and upon the application of the developer, the Zoning Commission grants an extension.
