1240.03 DEFINITIONS.
   As used in these Subdivision Regulations:
   (a)   "Alley" means a strip of land, dedicated to public use, less than twenty-one feet between property lines, which provides access to adjacent properties.
   (b)   "Buffer lot" means a lot on a plat across the end of a street proposed to be extended by future platting, or a lot along the length of a street where only part of the width has been dedicated, retained by the owner, but conditionally dedicated on the plat for street purposes when the street is extended or widened.
   (c)   "Crosswalkway" means a right of way, dedicated to public use, ten feet or more in width, which cuts across a block to facilitate pedestrian access to adjacent streets and properties.
   (d)   "Cul-de-sac (court)" means a short street having one end open to traffic and being permanently terminated by a vehicular turn-around.
   (e)   "Easement" means the right to use lands of another for a specific purpose.
   (f)   "Improvement" means any addition to the natural state of land which increases its value or utility, including pavements, curbs, gutters, sidewalks, crosswalkways, water mains, sanitary and storm sewers, street trees and other appropriate items.
   (g)   "Lot" means a portion of a subdivision or other parcel of land intended as a unit for transfer of ownership or for development.
   (h)   “Major Thoroughfare Plan” means the Comprehensive Plan made and adopted by the Zoning Commission indicating the general location recommended for the main thoroughfares within the corporate limits of the Village.
   (i)   "Street" means a right of way, dedicated or deeded for public use, which provides for vehicular and pedestrian traffic.
   (j)   "Main thoroughfare" means a street or road which serves, or is intended to serve, as a major trafficway within the Village.
   (k)   "Monument" means an object, placed in the ground, to permanently delineate the location of a change in the direction of the boundary of a plat or of a thoroughfare in a plat.

   (m)   "Minor street" means a street supplementary to a secondary street and of limited continuity which serves, or is intended to serve, the local needs of a neighborhood.
   (n)   "Secondary street" means a main residential street which carries the burden of local traffic.
   (o)   "Subdivision" means a division of a section, tract or parcel of land into two or more lots or other divisions of land for the purpose, immediate or future, of transfer of ownership, or development, including all changes in street or lot lines. However, divisions of land for agricultural purposes, in parcels of more than five acres, not involving any street or easement or access, are exempted.
   (p)   "Superblock" means a block of exceptionally large size in both dimensions with access to interior lots by cul-de-sacs branching in from surrounding streets and providing one or more open spaces.
   (q)   “Zoning Commission” means the Zoning Commission of the Village.
