1240.01 PRINCIPLES OF ACCEPTABILITY; VARIANCES AND EXCEPTIONS.
   (a)   Streets shall conform, in effect, to the Major Thoroughfare Plan, as adopted.
   (b)   If a tentative or suggested plan or plat for the area has been made by the Zoning Commission, or any other public agency designated by the Zoning Commission, the street layout shall be in general conformity thereto.
   (c)   The subdivision proposed and its ultimate use shall be in the best interests of the public welfare and the neighborhood development of the area. The subdivider shall present evidence to this effect when requested by the Zoning Commission.
   (d)   The tract to be subdivided should not be a part of, or encroach upon, an area or areas designated in the Major Thoroughfare Plan, as adopted, for future public facilities.
   (e)   Frontage on high-volume express highways shall be provided with a parallel services street or such other medium of access as may be appropriate to the condition.
   (f)   Where railroads are involved, provision for grade separations, buffer strips and other protective media shall be required to the extent and type as may be practical.
   (g)   Variations and exceptions from the dimensional standards and improvement requirements as set forth in these Subdivision Regulations may be made by the Zoning Commission in cases where it is deemed that hardship, topography or other factual deterrent conditions prevail.
