1062.13 UPKEEP AND MAINTENANCE.
   (a)   Council shall supervise the upkeep and maintenance of Greenlawn Cemetery.
   (b)   Upkeep and maintenance do not include the opening and closing of a grave.
   (c)   Council may hire additional help if needed.
