(a) Each owner or person having control and possession of a building or premises in the Village shall provide or cause to be provided, and shall at all times keep or cause to be kept, proper receptacles for receiving and holding all garbage and rubbish that may accumulate upon or within such building or premises. Such receptacles shall be approved, nonbreakable, watertight containers of not less than ten nor more than twenty-gallon capacity, with tightly fitting lids and two handles or bails.
(b) All garbage shall be drained of water or other liquid and shall be paper-wrapped before being placed in a receptacle.
