If it is necessary for a person to make immediate emergency repairs to a pipe already installed, due to a leak or break in such pipe, such person is not required to submit a plan of the emergency repair, post a cash deposit or bond, or obtain a permit, but all other provisions of this chapter shall apply. Such person shall give immediate notice of the location of the leak and shall make a full disclosure of the facts and his or her estimate of the work necessary to make such repairs, to either the Clerk-Treasurer or the Chief of Police.
