1024.05 PIPE INSTALLATIONS.
   The installation of a pipe shall not unduly conflict or interfere with pipes or installations already installed. If it is necessary to cross the street, a pipe shall be installed by jacking or boring from the side, whenever possible. When jacking or boring is not possible and it is necessary to excavate across a street, braking the pavement thereof, the Chief of Police shall be notified and the closing of the street shall be made under his or her direction, but no such street shall be left closed overnight without his or her permission. A pipe installation shall be made in a workmanlike manner and an excavation shall be properly and carefully backfilled and the surface shall be replaced in the condition as found. When a person installing a pipe damages or destroys an installation already installed, he or she shall immediately notify the owner of the damaged installation, cooperate fully with such owner in the repair or replacement of the damaged installation and pay all expenses of the owner for such repair or replacement. All permits issued under this chapter are hereby conditioned upon such repair and replacement.
