When Council or the Sidewalk Commission determines that there is a need for construction or repair of a sidewalk, as set forth in Sections 1022.01 and 1022.02, the Village Administrator or Zoning Inspector shall serve a notice in writing, personally or by certified mail, upon the owner of the subject adjacent property directing such owner to construct or repair such sidewalk. No such owner shall fail to comply with such notice within thirty days from the date of service of such notice.
