All taxes imposed by this chapter, including both individual taxes and taxes withheld or required to be withheld from wages by an employer and remaining unpaid after they have become due, shall bear interest on the amount of the unpaid tax at the rate of eighteen percent (one and one-half percent per month or portion thereof).
The individual taxpayer upon whom such taxes are imposed, as well as any employer required by this chapter to deduct, withhold and pay any taxes imposed by this chapter, shall be liable, in addition thereto, to a penalty of ten percent if the tax due is paid within thirty days of the due date; fifteen percent if the tax due is paid within sixty days of the due date; twenty percent if the tax due is paid within ninety days of the due date, and a maximum penalty of twenty-five percent of the tax due if the tax due is paid after ninety days of the due date.
Upon recommendation of the Clerk-Treasurer, the Board of Review may abate any interest or penalty, or both, and upon appeal from the refusal of the Clerk-Treasurer to so recommend, the Board of Review may nevertheless abate such interest or penalty, or both.
