852.07 REVOCATION OF CERTIFICATES.
   (a)   Certificates issued under this chapter may be revoked by the Chief of Police for any of the following reasons:
      (1)   Fraud or misrepresentation contained in the registration;
      (2)   Fraud, misrepresentation or false statements made in the course of conducting the activity;
      (3)   Violation of any of the provisions of this chapter or of these Codified Ordinances or of any State or Federal law; or
      (4)   Conducting the business in an unlawful manner or in such a manner as to constitute a menace to the health, safety or general welfare of the public.
   (b)   The revocation of a certificate shall be in addition to any penalty provided in Section 852.99 or any other penalty that may be imposed upon the certificate holder.
   (c)   No certificate shall be revoked under authority of this section unless and until the Chief conducts a hearing, giving the certificate holder an opportunity to be heard, to present witnesses on his or her behalf, and to be represented by counsel if he or she wishes. The decision of the Chief may be appealed to Council. The decision of Council shall be final.
