Each proprietor of a billiard or pool table or of a bowling alley, or a combination of both, shall pay an annual fee of twenty-five dollars ($25.00) for one such table; twenty-five dollars ($25.00) for one such alley; and ten dollars ($10.00) for each additional table or each additional alley.
No person shall permit betting or gambling in connection with the use of any such table or alley.
