(a) No person shall engage in any activity on any public street, highway, alley, sidewalk or other public way or public place, which activity will disrupt the normal flow of activity within the Village, without the approval of Council.
(b) An application for approval of such an activity must be made at least fifteen days prior to the activity and shall be in writing, detailing the activity, the disruption which may occur and the securing precautions to be taken.
(c) Upon receipt of such an application, Council shall act within fifteen days to either grant or refuse permission for such activity. The failure of Council to act within fifteen days shall be deemed to be approval of the activity.
(d) Whoever violates this section is guilty of a minor misdemeanor.
