642.23 BILLPOSTING.
   (a)   No person shall post any material, whether made of paper, wood, metal, plastic or other substance, to any pole partially or wholly owned by the Village, unless such person obtains the special permission of the Superintendent of the Electric Department or unless the material is owned by the Village Power Company.
   (b)   No person shall paint, print, paste, stencil or otherwise mark, place upon or affix to a building, fence, wall or tree, without the consent of the owner thereof, a word, letter, character, figure, sentence or device, or a handbill or notice. This sections does not apply to the posting of a handbill or notice of a public sale by a sheriff, administrator, executor or licensed auctioneer, or a notice required by law to be posted.
   (c)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
