618.23 INSPECTIONS; OBSTRUCTION.
   (a)   Any person owning, keeping, possessing, harboring, maintaining or having the care, custody or control of a dangerous or vicious dog shall be deemed to have given consent to an inspection of private property, other than within any private structure unless otherwise authorized by law, by anyone lawfully engaged in the enforcement of this chapter for the purpose of determining compliance.
   (b)   No person, with purpose to prevent, obstruct or delay the performance by anyone lawfully engaged in the enforcement of this chapter or of any authorized act within his official capacity, shall do any act which hampers or impedes said official in the performance of any lawful duties under the provisions of this chapter.
   (c)   Whoever violates subsection (b) hereof is guilty of a minor misdemeanor.
