618.13 NUISANCE CONDITIONS PROHIBITED.
   (a)   No person shall keep or harbor any animal or fowl in the Municipality so as to create noxious or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public.
   (b)   (1)   Digging, urinating or defecating by any dog on any public or private property in the Municipality is hereby declared to be a nuisance and is prohibited. No owner, keeper or person having custody or charge of any dog shall commit such nuisance on any public property or private property other than the lot and land where such owner, keeper or person having custody or charge of such dog resides, except that such restriction shall not apply to private property on which the owner, keeper or person having custody or charge of any dog has the permission of the owner or occupant of such property to walk such dog.
      (2)   The dog owner, keeper or person having custody, charge or control of a dog that defecates on public or private property in violation of this division shall immediately remove all feces deposited by such dog and dispose of the same in a sanitary manner.
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
