618.01 DOGS AND OTHER ANIMALS AT LARGE.
   (a)   No person being the owner, keeper, harborer, or having charge of cattle, horses, swine, sheep, geese, ducks, turkeys, chickens, fowl, reptiles, or any other animal shall permit them to run at large upon the premises of another or upon any public place.
   (b)   No person, being the owner, keeper, harborer, or having charge of any dog, whether wearing a registration or not, shall permit it to run at large upon the premises of another or upon any public place.
   (c)   No person, being the owner, keeper, harborer, or having charge of any dog, whether wearing a registration or not, shall permit it to go beyond the premises of such owner, keeper, harborer, or one having charge the dog unless such dog is properly confined in leash and under reasonable control.
   (d)   No person, being the owner, keeper, harborer, or having charge of any dog, whether wearing a registration or not, shall fail at any time to keep the dog confined while upon the premises of such owner, keeper, harborer, or one having charge the dog by a leash, tether, adequate fence, secure enclosure or under reasonable control of some person.
   (e)   The running at large of any such animal in or upon any of the places mentioned in this section is prima facie evidence that the animal is running at large in violation of this section.
   (f)   Whoever violates this section is guilty of a minor misdemeanor and a misdemeanor of the fourth degree for each subsequent offense within one year.
