(a) The Village Administrator shall have authority over all Village employees except the members of the Fire Department, including the Ambulance Division, the Police Department and any other position that is not subject to the control of the Administrator, as provided by State statute or Village ordinance. Such authority shall include, but not be limited to, the following:
(1) The recommendation to Council of the hiring of an individual in those departments over which the Administrator has control;
(2) The assignment to any employee, in those departments over which the Administrator has control, of any duty which the Administrator, at his or her sole discretion, deems necessary or appropriate;
(3) The implementation of any disciplinary proceeding against any employee, in those departments over which the Administrator has control, for a violation of the conditions of employment of that employee;
(4) The recommendation to Council of the promotion of an employee, in those departments over which the Administrator has control, either in rank of employment, remuneration or in the assignment of additional duties of that employee;
(5) The preparation and execution of job assignments, on a weekly basis; the verification of hour cards or other evidence of time actually worked by employees; the confirmation of credit for sick leave and granting of the same; the determination of the length of vacation to which each employee is entitled, if any, and the scheduling of such vacations so as not to interfere with the normal operations of the Village; and
(6) The preparation and maintenance of the personnel records of all employees in those departments over which the Administrator has control.
(b) In addition to the duties set forth in subsection (a) hereof, the Village Administrator shall:
(1) Authorize, with the approval of Council, purchases of, according to budgetary and appropriations laws and ordinances, and issue purchase orders for, items necessary for the Village, but limited to purchases not exceeding twenty-five thousand dollars ($25,000), for all departments of the Village;
(2) Timely recommend to Council the purchase or improvement of a capital asset;
(3) Report to the appropriate Council committee or to Council any matter affecting the duties set forth in this section, and attend all regular Council meetings;
(4) Assist the Mayor in preparing the annual appropriation ordinance;
(5) Prepare specifications for the receipt of bids to buy or sell any item for the Village required by law to be advertised for bid; and
(6) Assist any employee required or requested to supply statistical material to Council, but only in those departments over which the Administrator has control.
(c) In addition to the duties set forth in subsections (a) and (b) hereof, the Administrator shall also:
(1) Water supply and distribution. Oversee the operation, maintenance and repair of the water well field and treatment plant and the water distribution system.
A. To accomplish this, the Administrator shall develop procedure manuals, in compliance with any Federal, State or local law, rule or regulation, which shall set forth routine maintenance and/or repair activity designed to ensure the continuous supply of water, free of impurities.
B. To further accomplish his or her responsibilities under this paragraph, the Administrator shall possess, or show substantial progress for the acquisition of, a current, valid Class 1 Water Operators License.
C. To further accomplish his or her responsibilities under this paragraph, the Administrator shall keep current records, charts, maps and drawings, in duplicate, showing all activity pertaining to the operation of the Water Department.
D. To further accomplish his or her responsibilities under this paragraph, the Administrator shall prepare projections of supply and demand of water, costs of production versus revenue for supply and distribution and any other statistical data necessary to the determination of long range action to ensure the water needs of the Village. The Administrator may request the assistance of a water engineering consultant to provide this information, with approval of Council.
(2) Sewer disposal operations. Oversee the operation, maintenance and repair of the sewage disposal system.
A. To accomplish this, the Administrator shall have a working knowledge of the sewage disposal system, the location of the sewer lines, both sanitary and storm, the operation of the pump or lift stations and the maintenance of the lagoons.
B. To further accomplish his or her responsibilities under this paragraph, the Administrator shall develop procedure manuals, in compliance with any Federal, State or local law, rule or regulation, which shall set forth routine maintenance and/or repair activity designed to ensure uninterrupted sewage disposal.
C. To further accomplish his or her responsibilities under this paragraph, the Administrator shall keep current records, charts, maps and drawings, in duplicate, showing all activity pertaining to the operation of the Sewer Department.
(3) Electric Department. Oversee the operation, maintenance and repair of the electrical distribution system.
A. To accomplish this, the Administrator shall possess a knowledge of the manner of supply of power from the Ohio Power Company, the satisfactory method of distribution of such power through the distribution system of the Village and the relevant requirements of electrical codes, either adopted as law or recommended for use in the distribution and consumption of power.
B. To further accomplish his or her responsibilities under this paragraph, the Administrator shall keep current records, charts, maps and drawings, in duplicate, showing all activity pertaining to the operation of the electrical distribution system. The Administrator shall also monitor the rates and statistical data necessary to ensure the efficient operation of the Electric Department.
C. The Administrator be and is hereby authorized to enter and execute such contractual agreements with the suppliers of electrical power and energy, transmission services, and other related ancillary services that will be required.
(4) Street Department. Oversee the maintenance, repair and improvement of the street system of the Village.
A. The Administrator shall assign employees to provide safe, clean and unobstructed streets in the Village.
B. The Administrator shall have prepared a comprehensive street plat of the Village, and from this plat submit to Council a plan for the improvement of the streets of the Village.
(5) Miscellaneous; Building Inspector.
A. The Administrator shall oversee the collection of utility charges and take all reasonable steps to collect delinquent accounts.
B. The Administrator shall supervise the proper reading of meters and shall ensure that all meters are in proper working order.
C. The Administrator shall effectuate the procedure for turn-ons and turn-offs and read-outs of utility service.
D. The Administrator shall have a working knowledge of the applicable laws of the State and ordinances of the Village.
E. The Administrator shall work to acquire any available grants from Federal or State authorities and, upon approval of Council, implement the same.
F. The Administrator shall perform all functions and duties required by law.
G. The Administrator shall issue building and sewer permits according to rules and regulations adopted by the Village and shall, unless and until otherwise determined by Council, be the Building Inspector of the Village.
