206.01 MINORITY BUSINESS OPPORTUNITY.
   (a)   List of Minority Owned Businesses. The Village shall maintain a list of eligible minority owned business concerns with the assistance of the Ohio Department of Development's Office of Minority Business Development and local sources.
   (b)   Notification of Bidding Opportunities. The Village shall notify applicable businesses from the list referred to in subsection (a) hereof when opportunities for bidding under Community Development Block Grant (CDBG)-funded and other relevant projects arise, by mailing advertisements for bidding directly to those businesses.
   (c)   Publication of Advertisements for Bids. The Village shall publish advertisements for bids for CDBG-funded contracts in a general circulation newspaper in a nearby metropolitan area with a concentration of minorities and minority firms.
   (d)   Distribution of Target Hiring Goals. The Village shall distribute, within project manuals for CDBG projects of over ten thousand dollars ($10,000), the target hiring goals for minorities and women which should be approached by all bidders.
   (e)   Distribution of Required Information and Certifications. The Village shall distribute to all bidders all required and applicable information and certifications required to be signed by bidders regarding equal opportunity; ensure that all required certifications are signed prior to the commencement of any work; and ensure that all contract obligations are met.
   (f)   Maintenance of Records. The Village shall maintain records, including copies of correspondence, memoranda, etc., which document that all of the provisions of this chapter have been complied with.
