This chapter establishes a stormwater management utility as an identified fiscal and accounting fund for the purpose of addressing the stormwater management needs of the city from a comprehensive approach including stormwater management programs designed to protect water quality by controlling the level of pollutants in, and the quantity and flow of, stormwater and structural and natural stormwater and drainage systems of all types.
