Any party aggrieved by an action of the City Engineer in refusing to issue a driveway permit may apply to the City Manager for relief. If satisfactory relief cannot be obtained, the party may appeal to the Planning and Zoning Commission. Such appeals shall be administered in the same manner as a preliminary plat.
