No persons, firm or corporation shall remove, alter, construct or cause to be constructed any curb cut, driveway approach, gutter or pavement that crosses any sidewalk, street right-of-way, parkway or into any public or private street or upon any other property owned, controlled or dedicated to the city without first obtaining a permit from the City Engineer or his or her authorized agent.
