Before the construction of any marquee is commenced, the owner of the property or the contractor in charge of construction shall submit plans and specifications to the Building Inspector and shall make application to the Building Inspector for a permit to construct the marquee. If the plans and specifications conform to the provisions of this section and all other requirements of the law, a permit shall be given in writing and shall contain a provision that the marquee shall be constructed in conformity with the plans and specifications.
