Any person owning real property within the city is hereby required to cut and remove therefrom all weeds and grass from both the property and adjoining right-of-way before it reaches a height of ten inches, to keep such property and right-of-way free from trash and refuse matter at all times, and to keep such property and right-of-way free from the conditions enumerated in section 12-3-3.
