The provisions of this article with respect to the original issuance of license shall not apply to those engaged in the businesses, trades, professions, occupations or callings enumerated above who have been so engaged in the city for a period of three years or more prior to the adoption of this article; provided, however, that the provisions of this article shall apply to all such businesses, trades, professions, occupations or callings from and after the date of the adoption of this article and all the businesses, trades, professions, occupations or callings shall be properly licensed as provided herein.
