For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.

Horse-drawn vehicle. A vehicle that is pulled by carriage horses or other draft animals and is used for the purpose of conveying passengers for hire or for advertising or promotion purposes.
